Staff recommended reducing the RFP’s commercial general liability requirement from $5 million to $2 million to match the county’s recently adopted insurance limits. Board members discussed whether to require bid bonds; staff said window vendors do not typically submit bid bonds, though the board asked staff to confirm statutory thresholds for when bid bonds are required.
On interior finishes the county’s facilities lead and clerks recommended against installing motorized blinds in the courtroom and favored using the existing vertical curtains. They suggested specifying blinds for offices that require them (for passport photos or other customer-facing tasks) and using a tinted top panel rather than full top-glass where natural light is not needed.
The board did not finalize the RFP at the April 13 meeting, asking staff to contact additional vendors and to prepare a revised draft reflecting insurance, blind and top-panel decisions.
Next steps: staff will revise the RFP to align insurance limits with county policy, confirm bid-bond requirements, and return with a finalized draft and vendor outreach results.
