The North St. Paul City Council adopted a set of zoning text amendments to Chapter 154 that clarify land‑use definitions and codify downtown design expectations.
Community development staff framed the package as a mix of clarifications and codified standards. Key changes include adding definitions for architectural features (bays and fenestration), clarifying "limited production and processing" uses, removing ‘‘manufactured housing’’ as an R1 use, specifying that motor-vehicle service stations may include EV charging, and listing permitted retail examples (bakeries, delis, galleries). Staff also proposed downtown design code elements drawn from the downtown design manual: continuous flush facades along sidewalks for infill buildings, bay spacing requirements (no single facade longer than 75 feet on main streets), minimum ground-level transparency (at least 70% window glazing on street-facing ground-floor facades), prohibited materials (unadorned concrete block, corrugated metal as an extensive material, etc.), and rooftop equipment screening.
Roberts said the changes are intended to make expectations clear for future remodels and new construction; existing buildings would not be forced to retrofit. The planning commission reviewed the package twice and recommended approval.
Council member McKenzie moved and the council approved the ordinance amendments by voice vote. The amendments will apply to new projects and substantial remodels that trigger zoning review.
