Council approves Quick Trip expansion adding a second car-wash bay at 2275 Anchor Drive

Community development staff told the council the property is in the MU3 corridor mixed-use district and that the proposed addition requires a permit amendment because it constitutes a structural enlargement. Staff said the plans include replacement landscaping (four new trees and 45 shrubs, removal of four trees and 22 shrubs) and that the car-wash addition meets setbacks and architectural requirements so the addition should “match the existing building.” Community development director Ken Roberts said the city is recommending a condition requiring an updated exterior lighting plan for the rear of the site to ensure adequate illumination.
Ken Roberts said the city’s engineering review found no need to upsize existing water or sewer services after the applicant’s mechanical engineer verified adequate capacity. Roberts also reported the planning commission reviewed the project and recommended approval. “All the findings required by code will be met with this proposal,” Roberts said.
Council member Schwar moved the resolution to approve the conditional use permit amendment; Council member Nordby seconded, and the motion passed by voice vote. A separate resolution approving the site and design plans for the expansion and remodeling was moved and approved by voice vote with the same conditions and standard permitting requirements. The approvals are subject to the conditions listed in the resolutions, including required building permits and any final engineering or inspection conditions.
Next steps: the applicant will proceed with building permits and any required site improvements, demonstrate compliance with the conditions of approval, and complete the construction per the approved plans.
