Harrisville adopted a set of updated personnel and risk-management policies intended to reduce workplace injuries and clarify driver-qualification standards.
Staff introduced the changes as part of the city’s work with its insurance trust. Key updates include a return-to-work process outlining procedures for injured employees, a backing-and-parking policy that calls for using a spotter when necessary, and a set of driver-qualification rules on which the trust and HR will rely to screen applicants and review incumbent drivers’ records.
Council questioned specifics about DUI-treatment timeframes. Staff confirmed the policy uses a 24‑month recent-history window for certain driver decisions and that existing employees’ driving records are checked monthly by the trust; staff said case-by-case judgment will be applied in consultation with the insurer.
After discussion, the council voted to adopt the policy package by roll-call vote. Staff said they will refine language on "recent" where appropriate and finalize operational details on driver review procedures.
