John Hickman of Deacon told the council the project has three phases: data collection on current fees and peer comparisons; calculation and modeling of proposed impact-fee schedules and their cost bases; and drafting documentation and a review schedule for council consideration. He estimated five to six months to produce draft recommendations, with an opportunity for council feedback and public input before finalization.
Council Member Green moved to remove the general fee-schedule review (item B) from the contract citing recent staff work and current budget pressures; Council Member Mer seconded and the amended motion passed unanimously. The council directed staff to proceed with the impact-fee portion and fold any future general fee updates into separate budget consideration if needed.
Why it matters: Impact fees determine how development pays for infrastructure and directly influence growth costs, developer contributions and taxpayer subsidy levels. The narrower scope focuses town resources on producing defensible calculations that will be needed if the town adjusts impact-fee rates or defends them against legal challenges.
