Henderson County commissioners adopt consent agenda: $796K Berkeley Park restroom contract, opioid grant application among approvals

Hendersonville, N.C. — The Henderson County Board of Commissioners on May 4 adopted the consent agenda and approved several contract awards, grant actions and donations.
The board awarded the construction contract for restroom facilities at the Berkeley Park Sports Complex to Ryse Construction for $796,295, which staff said is within the project budget. The board also approved Change Order #6 to the Tennoca Construction contract for $83,637.25 to accommodate USTA-driven tennis-court revisions and additional storm and site-plan updates; staff said that change order will be funded by $205,000 in grants from the U.S. Tennis Association.
Strategic Behavioral Health requested authorization to apply for a Bureau of Justice Assistance Comprehensive Opioid, Stimulant, and Substance Use (COSSUP) site-based grant to support a Prosecutor-led Diversion to Recovery project; the anticipated award amount cited in the request was $1.3 million over 36 months and the board approved the application.
The board accepted a $10,000 Youth Sports Grant from North Carolina Amateur Sports to buy soccer goals and nets, approved the acceptance of a donated 2018 Harley Davidson Electra Glide from the Town of Fletcher for the Sheriff’s Office, and approved declaring an ambulance surplus and donating it to the Henderson County Rescue Squad under N.C.G.S. 160A-280. The board also approved a one-year lease renewal with Housing Assistance Corporation for the King Street office building and granted a one-time exemption to allow a race car to park in the Historic Courthouse courtyard on May 21.
As part of routine business, the board approved the March 2026 county financial reports, authorized staff to pursue extensions of tax collection agreements with the City of Hendersonville and the Town of Laurel Park on existing terms, and scheduled a public hearing under N.C.G.S. 153A-241 to consider closing an unopened 30-foot right-of-way; that hearing was set for June 3, 2026, at 5:30 p.m. The board also scheduled a public hearing on the recommended FY2026–27 budget for June 3, 2026, at 3:00 p.m.
Chairman William Lapsley moved to adopt the consent agenda as presented; all voted in favor and the motion carried.
