The Stearns County Board approved two highway agreements during the April 7 meeting: a cooperative construction agreement with the Minnesota Department of Transportation to realign County Road Cassaw 32 at Trunk Highway 4 north of Lake Henry and a detour reimbursement agreement tied to a planned MnDOT bridge replacement on Trunk Highway 55 in Paynesville.
County highway staff described the Cassaw 32 project as a safety realignment at a severely skewed intersection. The county estimated total construction costs at approximately $1,000,000; MnDOT’s contribution under the proposed agreement was described at roughly $270,000 based on unit-price Schedule I estimates, plus an engineering-cost share equal to 8% of actual construction cost for inspection work. Commissioners discussed watershed-district requirements for stormwater detention ponds and the potential cost implications for future highway projects.
On the Paynesville bridge work, MnDOT proposed a short detour that would use county roads; the department offered $743.34 to compensate the county for expected detour impacts. County staff said they will track actual detour days and seek additional reimbursement if the detour lasts longer than the current estimate.
Both agreements were moved, seconded and approved by voice vote.
