New Providence council adopts consolidated handbook for boards, commissions and committees

The New Providence Borough Council on Monday approved Resolution 2024-335 adopting a consolidated handbook of standard operating procedures for the borough’s boards, commissions and committees.

Mayor Morgan said the handbook compiles existing rules and procedures ‘‘all in one place’’ and will be distributed to each council member to share with the committees for which they are the liaisons. ‘‘It’s a great document… it really does establish structure and purpose for the boards, commissions and committees,’’ he said, and described it as a ‘‘living document’’ that will be updated as needed.

The mayor publicly thanked borough staff and members who reviewed the draft, singling out Bernardette and two council members for detailed work on the manual. Councilmembers present were asked to review the handbook with their committees after the council’s approval.

During public comment several residents asked about access to the underlying documents before final approval and urged continued opportunities for committee members to provide feedback. The mayor and other council members said the handbook will be publicly posted after approval and that committees can submit suggested edits in future rounds.

The council approved the handbook as part of the meeting’s consent/agenda items. The resolution consolidates existing SOP language previously scattered across multiple documents; it does not introduce wholly new regulations but is intended to standardize procedures and make them easier to find.

The council indicated the handbook will be periodically reviewed and revised as committees and staff identify needed clarifications or improvements.
