Mid Kings River GSA launches Watermark registry and schedules workshops as May 1 state reporting deadline nears

The Mid Kings River Groundwater Sustainability Agency outlined its outreach plan on Tuesday, announcing a near‑term rollout of the Watermark parcel and well‑registry system and several workshops to help landowners meet state reporting requirements.
Consultant Amir Hussein said a limited version of Watermark would be available by April 24 to provide evapotranspiration (ET) data landowners need for the state's Gears reporting portal. The GSA plans a virtual workshop on Monday the 27th and an in‑person workshop on Tuesday, April 28 at the county offices to help users claim parcels, register wells and access ET outputs. "We're going to have a limited version of this software of Watermark up and running by the 24th," Amir said.
Amir emphasized that Watermark (the GSA's system) and Gears (the state’s reporting portal) are separate: Watermark collects the GSA’s data and can produce a downloadable file of well information, but landowners still must enter pumping data into Gears. He encouraged landowners to register and upload their best available meter or estimate data before May 1 and noted the state's office‑hour workshops and local help sessions. The state’s reporting deadline and office‑hour flyer are part of the meeting packet.
Julie Martella, who answered audience logistics questions, said the Watermark mailers were submitted to the post office on the prior Friday and should arrive Tuesday or Wednesday of the meeting week. The board also heard that staff will begin work on a Prop 218 five‑year draft budget and return a proposed assessment structure for board review at the next meeting.
Amir recommended landowners bring their correspondence ID, meter calibration records and a laptop to state office‑hours; he said the state’s guidance asks users to provide the best available information and that waiver requests for some fee types are possible if filed by May 1.
