Board approves invoices, private‑hauler permits and emergency on‑call contractor arrangements

At its April 14 meeting the Richmond Sanitary District board approved a package of administrative items by unanimous voice votes.

Minutes and invoices: the board approved the March 24, 2026 minutes and accepted invoices for the district (March 20, 27 and April 2) totaling $286,226.89. The Stormwater Management Board approved its invoices totaling $18,870.08, which included a $10,040.35 payment to Gold Standard Diagnostics.

Private‑hauler permits: the board approved permits numbered 1 through 29, authorizing several companies to operate in the district for permit year ending Dec. 31, 2026. Named entities in the packet include Family Tradition; Highway 38 Dumpster and Restrooms; CJM Commercial Properties; the Recycling Center (permits 5–19); and Waste Management of Muncie (permits 20–29).

Emergency on‑call contractors: after reviewing quotes and a bid tabulation, the board approved a tiered first/second call structure for emergency on‑call services. Recommended call order by task was:

• Storm/sanitary repairs, grading, restoration and asphalt: first call Cooley Contracting (Winchester), second call East Central Contractors (Lynn).

• Sewer cleaning and televising: first call Cooley Contracting, second call East Central Contractors.

• Wastewater treatment plant, lift station and force main work: first call East Central Contractors, second call Cooley Contracting.

Board members noted there is no guaranteed volume under these arrangements and contractors will be paid at quoted hourly rates when used. The board referred a pair of exterior‑painting quotes for the administration building to management for a later recommendation.

All measures reported in this article were approved by motion, second and unanimous voice vote during the meeting.
