Saratoga County’s Law & Finance Committee on April 15 reviewed several sewer‑district actions intended to advance an ammonia upgrade project and modernize sewer‑use rules.
County staff said the Board will accept $9,295,952 in bond anticipation note funds from the New York State Environmental Facilities Corporation to pay ongoing project expenses for the ammonia upgrade. The Sewer District and the New York State Department of Environmental Conservation have agreed to a sixth letter modification to an order on consent that includes a revised project completion date of March 1, 2027, staff said.
The committee also approved an amendment with Stillson Electric Inc. for the secondary clarifier upgrade project that will authorize replacement or repair items and decrease the sewer district fund balance by $533,394.99. Staff presented revised permit fees for lateral connection permits to better cover district costs. Additionally, the committee introduced an introductory local law (introductory No. 4) to adopt new sewer‑use rules and regulations for Sewer District No. 1 to supersede local law No. 1 of 2020; a public hearing is scheduled for May 12 at 4:35 p.m.
