Commission told to submit concise 2027 project placeholders by April

Commissioners were instructed to prepare concise, named budget placeholders so the City Council can account for Arts and Culture projects in the 2027 budget.

Council liaison Troy Woods told the commission that "budget planning starts in April" and that the city will begin preparing the 2027 budget in April 2026. He asked commissioners to identify high‑level project placeholders—project name or theme, likely location and an estimated cost—rather than fully developed proposals, so the council can include realistic line items without forcing rigid commitments.

Jordan Layman and other commissioners said the commission’s prior submissions had been broadly similar year to year but that increased detail would help staff plan and prevent funds from being lost due to staff turnover or timing constraints. Commissioners recommended listing the medium and a likely location (for example, "utility box at Silver Lake — nature theme") so staff can prioritize and assign funding.

Members discussed the difference between adding a budget line item and requiring subsequent council approval for spending beyond that allocation. Troy and staff clarified that, generally, projects that remain within the approved line item may be shifted (for example, moving a utility box planned at one site to another) without returning to council, whereas larger changes or requests for extra funding (for example, increasing mural money substantially) would require council consideration.

The commission asked staff to create a shared planning document to track placeholders while respecting open‑meeting rules. Commissioners were asked to prepare placeholders and preliminary approvals in time for the April budget cycle.
