Township to create advisory committee with schools to review redevelopment and PILOT allocations

The Springfield Township Committee introduced Ordinance 2025-14 to amend the township code by creating an advisory committee to review redevelopment issues and the allocation of PILOT (payment-in-lieu-of-taxes) money.
Committeeman Kaiser and others described the proposed committee as an equal partnership between township committee members and Board of Education representatives to ensure the Board is included from the start when pilot agreements are considered. "We want to find a more equitable way in which the township allocates and allocates pilot money and provides for pilot money," a committee member said during the meeting.
The measure was introduced for first reading with publication and a final hearing scheduled for May 13. Committee members said the township would provide in-kind legal counsel and planning services as part of the process.
If approved at final hearing, the advisory committee would be used to develop recommendations and outreach procedures for PILOT negotiations and redevelopment-related education funding considerations.
