Springfield approves police reorganization and moves to add officers

Chief Cook provided a brief summary of the proposed table of organization, saying the change is intended to address overtime and comp-time issues and to reallocate resources to create specialized units and rotational opportunities for officers: "we've been having issues, um overtime comp time issues. We're looking to reallocate our resources for a better efficiency while at the same time creating further opportunities for our officers" (Chief Cook).
The committee voted in favor of Ordinance 2025-13 and adopted a package of resolutions (2025-119 through 2025-134) on the consent agenda; the mayor and members noted that the resolutions included hiring new police officers and they thanked department leadership for moving quickly on recruitment.
The approved reorganization and hires are intended to improve departmental efficiency and reduce overtime costs; implementation depends on staffing increases and subsequent administrative steps.
