Commission opposes ARPA recapture, reallocates funds and holds housing relocation item until April

The Athens‑Clarke County Mayor and Commission on March 3 declined to recapture certain ARPA funds and approved a package of reallocations intended to preserve nonprofit programs and advance infrastructure work.
Following substantial public input from nonprofit leaders and residents who opposed recapturing previously awarded ARPA grants, the commission voted to oppose recapture. As part of the approved actions, $350,000 in ARPA-designated funds previously identified for dirt road paving were reclassified to replace an aerial ladder fire truck, which in turn freed $350,000 in General Fund capital funding to return to dirt road paving. Commissioners also authorized a contract amendment reallocating $105,164.44 in unspent Boys & Girls Club subgrantee funds to extend youth operations at four centers (Broad Acres, Parkview, Rocksprings, and Nellie B).
The Commission considered relocation of two mill houses at 110 Puritan Lane and 1060 Macon Highway for future affordable housing use. A substitute motion to deny allocations failed 4–5; the original motion to hold the relocation until the April 7 voting meeting passed unanimously, giving staff and the commission more time to study the proposal.
Commissioner Thornton led motions related to ARPA and housing, and the package passed with eight YES votes; Commissioner Fisher recused from one ARPA-related vote. Speakers from local nonprofits and advocacy groups — including Kirk Dominic, interim CEO of the Boys and Girls Club, and representatives of Quality Care for Children and the Athens Anti Discrimination Movement — urged the commission to preserve funding for community programs.
Next steps: staff will prepare required contract amendments and budget adjustments, and the mill-house relocation item will return to the April 7 voting meeting with additional analysis.
