Walton County commission approves consent agenda, SPLOST paving and appointments; questions raised over jail funding

At its April 14 meeting the Walton County Board of Commissioners approved a range of routine and policy items, but one budget amendment drew follow‑up questioning from commissioners.
By voice vote the board adopted the agenda and approved the administrative consent agenda, which included minutes, contracts and purchases over $25,000, surplus declarations (including the retirement of a county K‑9 named Zo to its trainer for $1), Walton County Water and Sewer Authority recommendations, a Firehouse Subs grant application and a donation of two 2025 Ford Mustangs from Deputies Beyond the Badge.
Finance staff presented several budget amendments. One amendment for jail operations (account 3325) totaling $7,774,942.84 was discussed at length. Staff explained the jail project’s total contract is about $152 million and said funding came from multiple sources identified when the contract was awarded: bond proceeds (about $99 million used initially), SPLOST 3 and SPLOST 4 allocations, and general fund reserves to cover outstanding invoices and shortfalls once interest earnings on invested bond proceeds were accounted for. A commissioner questioned whether the $7.77 million was a new unbudgeted expense or a reallocation; after a motion to separate that line item passed, the board approved the other amendments and later approved the jail amendment by voice vote.
The board also approved the 2026 SPLOST deep patching and resurfacing project budget (including shoulders, seeding, signs and striping); accepted low bids for 2026 milling/asphalt replacement and landscaping contracts; and approved HR and retirement plan agreements including an ACCG defined contribution services agreement and an adoption agreement with Nationwide Financial Services for the county 457(b) plan.
Two appointments were approved: Kirkland Dixon to the Northeast Georgia Regional Commission and Robert Post to the county Planning Commission. The board adjourned following a public comment period.
What remains open: county staff said a small number of invoices remain outstanding on the jail construction contract and that some final expenditures will be taken from reserves; commissioners asked for clarity on how reserves, SPLOST and bond interest were used to reconcile the project’s final costs.
