Hermantown council approves routine renewals, permits, appointments, easement and arena change orders

Council approved renewals for a batch of liquor licenses listed in the meeting packet. Council also approved a temporary service area expansion and dance permit for Beacon Sports Bar for Summerfest on July 18–19, 2025, with hours of sale from 10 a.m. to 1 a.m., after staff described it as an annual request.
The council appointed Chris Kibler to a three‑year term on the Board of Appeals and approved an amended lease that scales back the Arrowhead Builders Association’s use of Old City Hall to storage space, with that lease to run through June 2026 while the city considers the building’s future.
Council accepted a 20‑foot easement from Andrew and Bonita Chapen that, paired with an existing neighbor easement, will create a combined 40‑foot easement corridor needed for the Hermantown Trail project.
Separately, the council approved several change orders for the Northstar Ford Arena. Staff described change orders that remove some protective netting (a credit), add interior signage and toilet partitions, and add end‑wall scoreboards and additional audio speakers; the Arena Legacy Fund had indicated willingness to cover costs to the extent contingency funds are insufficient. Council recorded roll calls approving the change orders.
What happens next: Staff will implement the approved permits and appointments and oversee the arena change‑order work and trail easement implementation as described in the project materials.
