The Ulster County Laws, Rules and Government Services Committee on March 12 voted unanimously to adopt Resolution 106, creating a chief deputy county clerk post, reclassifying two deputy roles and amending the 2026 budget to adjust salaries.
Clerk Brooke told the committee the chief deputy has effectively supervised other deputies since the late 1990s and the resolution formalizes that role and aligns pay with duties. “Creating that position is really just to keep it in line with what the duties actually are,” Brooke said, noting deputies previously were graded lower than comparable positions in other departments.
Deputy Executive Capuano asked for a grade and step review to ensure consistency across county management classifications, saying the executive office had not reviewed the submitted grade placement before the legislature posted the resolution. Capuano recommended a formal grade analysis and confirmed the executive office would work with the legislature to reconcile placement. Several legislators said they would prefer the executive team and clerk to reach agreement quickly to avoid hiring delays; committee members noted a DMV deputy retirement increases urgency to complete the classification and post a viable job listing.
Despite those concerns, the committee advanced the resolution with the understanding that fiscal adjustments tied to step placement would be finalized before the full legislative session. The resolution passed unanimously.
Next steps: personnel and the legislative fiscal analyst will adjust step and grade calculations as needed and the executive and clerk will finalize job descriptions and grade placement before recruiting for the DMV deputy vacancy.
