Board raises county facilities fees 1.3% to match construction cost index

The San Joaquin County Board of Supervisors on April 14 approved an annual inflationary adjustment to the County Facilities Fee (CFF) schedule, increasing fees by 1.3% effective July 1, 2026.
County staff explained the change responds to the California construction cost index (CCCI), which measures statewide labor and materials trends used to calculate inflationary updates to development‑impact fees. Staff said the 1.3% adjustment is small compared with five‑year averages and recent spikes earlier in the decade, and provided examples showing modest increases: a hypothetical 50‑lot single‑family residential project would see roughly a $2,500 increase in required CFF payments under the new schedule.
Planning and public finance staff told the board the fee program is supported by a Nexus study and may be used only for region‑serving capital facilities attributable to growth; recent uses included funds programmed for a county administration building debt share and energy projects. Staff also noted that Mountain House recently began collecting CFFs as an incorporated city in the county program.
There were no formal protests recorded; the building industry association had been informed and did not object to the modest update, staff said. The board opened and closed the public hearing, then voted to adopt the adjusted fee schedule.
The fee change will be applied at building permit issuance for projects subject to the CFF and will be reflected in the county’s published fee schedule effective July 1, 2026.
