Burbank City Council convenes special meeting, moves into closed session on anticipated litigation

Good afternoon and welcome to a special meeting of the Burbank City Council on Thursday, April 16th, 2026, the presiding official said as the televised session opened.

The council then recessed to a closed session to discuss anticipated litigation. The City Attorney told the council the body would meet in closed session at 3:30 p.m. to consider one item of anticipated litigation under Government Code section 54956.9(d)(4), with the city identified as a potential plaintiff in a single case.

The meeting opened with procedural instructions for members of the public who wished to comment by phone. Officials provided a phone number, 818-2383335, and explained that speaking times would depend on the total number of speakers (up to three minutes for 1–20 speakers, two minutes for 21–39, and one minute for 40 or more), and that no additional comment cards or calls would be accepted once the public comment period began. When the council asked whether there were any in-person speakers or callers, staff replied that there were none.

With no public comment received, the presiding official declared the public comment period closed and said the council would proceed to closed session; the televised portion of the meeting then ended.

Because the council moved into an executive (closed) session to receive legal advice and discuss litigation strategy, the substance of that discussion was not made public at the televised meeting. The next public action will occur when the council reconvenes in open session or issues a public statement regarding any decisions or further steps.
