For Juneteenth, staff requested authorization to close Lower Main Street from 1 to 9 p.m. for the celebration and to approve an additional funding request of approximately $2,155 (the event previously received a $10,000 allocation and a separate $1,000 grant from a local foundation). The council approved the closure unanimously; the funding request passed following discussion about budget principles, with Council Members Ryan and Vice Mayor Nickfar voting yes and Mayor Welner voting no, citing a principle that events should generally plan within the originally allocated amounts and engage more fundraising.
Separately, merchants hosting a May 13 fashion-community event on Upper Main Street asked to close Ark Row between approximately 3–8 p.m. to ensure safety for an expected crowd and to showcase downtown businesses. Merchants said they had coordinated with the Chamber and were open to a partial closure if necessary. Staff recommended signage and traffic routing similar to past downtown events; the council approved the requested closure.
Both items passed by roll call and staff will finalize closure signage, notify neighbors, and confirm any required public‑works or public‑safety logistics.
