City awards Bluff Boulevard reconstruction contract in multi‑million ‘Drive to Prosperity’ project

The City of Clinton voted to accept a low bid and award the Drive to Prosperity Phase Two Bluff Boulevard reconstruction contract to KE Flatwork, a multi-year project the city engineer called the largest the city has undertaken and estimated to be roughly $1 million over budget.
Clinton City Council on March 24 approved awarding the Drive to Prosperity Project D‑2024 Phase Two — Bluff Boulevard reconstruction (PCC grade and replace from College Avenue to 7th Avenue North) — to the low bidder, KE Flatwork. City Engineer Jason Craft presented the project and described it as the largest municipal construction the city has tackled in both scale and cost.
“KE Flatwork is the low bidder...they're somewhat local. They've done a lot of subdivisions,” Craft said, adding that the project will include new pavement, sidewalks, streetlights and utility relocations and is expected to transform that stretch into more of a community centerpiece. He told the council the project is expected to span roughly three years and that the current budget estimate is “about a million dollars over,” a shortfall he described as unsurprising given current material and oil-price volatility.
Craft said staff will contact the winning contractor after contract execution and will hold an open house for residents on April 7 to review construction timing and impacts. He advised that, if costs exceed the project budget, the city will defer other projects to accommodate the work.
Separately, the council also accepted the low bid and awarded a contract for E‑2026 street rehabilitation (16th Avenue North to 22nd Avenue North) without public comment.
Both resolutions were adopted on roll call. Councilors and staff stressed that the city will continue outreach to residents on timing and expected inconveniences during construction.
