Perry City wins DOT RISE grant—about $5 million—for 141 intersection improvements and Sumus Avenue paving

City Administrator Finn told the Perry City Council that the Iowa DOT Transportation Commission approved the city’s RISE grant application for roughly $5 million to pay for improvements at the 141 intersection and to pave Sumus Avenue.
“The DOT staff gave a fabulous overview of the project and the commission approved that grant for us,” Finn said, noting the city will execute grant agreements with DOT and begin design work with Sumus Avenue a top priority so infrastructure can be prepared for local companies and future development.
Council discussion emphasized quick design turnaround to accommodate the DOT review period and to position the project for competitive bids. Staff said design work will begin immediately and the procurement timeline is being planned to allow construction in the next suitable season.
Next steps: the city will finalize grant agreements with DOT, begin Sumus Avenue design (earlier in the meeting council approved a related professional services agreement for design), and post public project information and PSAs as the schedule firm up.
