Board approves easement for utility guywire on South Cloverdale property; tribe to provide in‑kind fire mitigation

The Cloverdale Unified School District board voted to approve a resolution conveying an easement to allow a utility guywire on district land on the South Cloverdale property and described an accompanying agreement with the Dry Creek Rancheria to provide an in‑kind contribution (installation of a fire hydrant) to aid fire mitigation.

Staff said the easement would permit a guywire attachment on a PG&E pole at the corner of Kelly Road and the South property and that district staff had met with tribal representatives to negotiate an in‑kind match. "We reached agreement regarding kind of an in‑kind match for the easement and that was to put a fire hydrant on our side of Kelly Road to help with our fire mitigation," a staff member reported.

Trustees asked clarifying questions about location, naming of adjoining roads, and legal requirements for the conveyance. Staff said legal requirements for an easement conveyance had been met and that the associated in‑kind agreement would be signed after the board’s approval of the easement to ensure the district was not signing off prematurely.

The board held a public hearing for the easement; no members of the public registered a substantive comment during the hearing. After discussion, Trustee Lopez White moved to approve Resolution 2257 to convey the easement; a second was recorded and the motion carried by voice vote.

Vote and action: the board approved Resolution 2257 (conveyance of easement) and also moved forward on related administrative filings. The board recorded no floor dissent on the motions and directed staff to execute the in‑kind agreement in coordination with tribal representatives once the easement instrument is signed.
