County signs contracts and MOUs to expand intellectual disability and behavioral‑health services

Julia Sprinkle requested approval of a $38,692 contract with St. Francis University to provide intellectual‑disability services, including National Core Indicator and quality assurance surveys; the item is state funded for the July 1, 2025–June 30, 2026 period. Separately, the Board recorded a memorandum of understanding with Juniata Valley Behavioral and Developmental Services and Community Services Group to coordinate peer support services for participants in a First Episode Psychosis grant program; that MOU carries no cost to the county and runs March 1, 2026–June 30, 2027.
Other items approved as part of the consent agenda include contract addenda that increase provider allocations: Eagle Ridge Personal Care Home will receive an additional $38,629 (raising its maximum allocation from $195,000 to $233,629, funded $222,859 state/$10,770 county) and Cen‑Clear Service, Inc. will receive an additional $10,000 (raising its allocation to $35,500, funded $33,863 state/$1,637 county). The minutes also record multiple MOUs with the Behavioral Health Alliance of Rural Pennsylvania (BHARP) that set parameters for reimbursement of administrative activities and HealthChoices data sharing between Centre County Mental Health and BHARP (period March 9, 2026–March 31, 2028), and parallel MOUs for Centre County Drug and Alcohol.
Some MH/ID/EI‑D&A items were added to next week’s consent agenda for further action; several others were included in this meeting’s consent agenda and approved unanimously.
