The presiding chair read the district's notice about the New Jersey open public meetings law and the board's public-notice and videotaping policies, and reiterated the procedures for public participation, saying, "Anyone who wishes to address the board has three minutes. Please give your name and address for the record." After seeing no speakers, the chair closed the public portion.
The board then announced it would move into a closed session to discuss matters exempt from public discussion under the New Jersey Open Public Meetings Act. The statement said, "the length of the closed session is estimated to be three hours after which the public meeting of the board shall reconvene and action will not be taken." A motion to enter the closed session was made and seconded on the floor; Wilbur Pan spoke when the motion was moved and Maryanne Tangos was recorded in the sequence of the second. The motion carried and the board recessed into closed session.
No votes on policy items or other substantive actions were recorded in open session before the board entered closed session. The board said it would reconvene after the estimated three-hour closed-session period.
