Asbury Park Zoning Board of Adjustment completes annual reorganization, appoints officers and professionals

The Asbury Park Zoning Board of Adjustment held its annual reorganization meeting on Tuesday, Jan. 27, 2026, confirming officers and professional service providers for the year and carrying one agenda item to a later date.
At the start of the meeting, the board confirmed that the session was conducted in compliance with the Open Public Meetings Act (chapter 231, Public Law 1975) and that notices were published in the Coaster and the Asbury Park Press and posted on the municipal bulletin board and website. The meeting was recorded by APV.
During roll call the board recorded several members present and absent; those named on the record included Wendy Glman and Daniel Harris (absent), and Jill Potter, Natalie Paserini, John Hall, Vice Chair Scully and Christopher Avalone (present).
The board welcomed two newly appointed alternates, Peter Bulis (alternate one) and Carrie Dim (alternate two). The board then made a series of procedural motions to enable the meeting to proceed, including temporary appointments for chair, secretary and board attorney so the reorganization could be completed.
Those motions resulted in the formal annual appointments: Christopher Avalone was appointed chairperson and thanked the board; John Scully was appointed vice chairperson. Marie Rodriguez Holden was appointed board secretary. Jack Serpico was confirmed as the board attorney. The board also designated the Beman Law Firm as conflict counsel, appointed Clark Gayton as board planner, and retained Avakian as the board engineer, with a note that Jerry Freda has retired and Peter Ivakia will serve as the new firm contact.
The board retained APV for recording services and designated the Asbury Park Press, the Coaster and the Star-Ledger as the official newspapers for notices. The annual meeting calendar was approved.
On an application matter, the board voted to carry the application for 102 Sunset Avenue (identified on the record as Dr. Kaggel’s property) to the Feb. 24, 2026 meeting "without further notice." The motion to carry was moved, seconded and carried.
The meeting concluded after a motion to adjourn carried. No contested hearings or extended public testimony were recorded during the reorganization session.
