Roswell council awards Liberty Square Park contract after public praise from neighborhood resident

The Roswell City Council on Nov. 24 voted unanimously to award a construction contract for Liberty Square Park to LANYAP Development following a presentation by the city’s recreation and parks director, Steven Malone.
Malone said the city received a reported $2.2 million "improving neighborhood outcomes" grant for the 21‑acre park; planned improvements described in the presentation include a pavilion with attached restrooms, expanded parking, new playground structures, multiuse field space, walking trails and safety features such as emergency call stations and security cameras. Malone said the design incorporates community input gathered at an on-site meeting in June 2025.
Procurement: Malone said the city’s solicitation ran from Sept. 29 to Oct. 30, 2025. LANYAP Development was identified as the highest‑scoring respondent and negotiations reduced the contract price. The presentation and staff remarks reported a construction contract figure shown in the transcript as “1,76,921” and a project budget authorization reported as $1,930,410. Public comment: Resident Jose Gonzalez spoke in support of the park improvements, thanked the council and staff for moving the project forward and said the neighborhood is excited about the expected benefits for children and families. "Thank you, Mr. Mayor, and this council," he said, adding he planned to continue supporting neighborhood activities at the park.
Council action: Council Member William Mortland moved to approve authorization for the mayor or city administrator to award the contract to LANYAP Development; Council Member Lee Hills seconded. The council voted 6–0 in favor.
What’s next: staff indicated a target contract signing in January 2026 and a construction start in February 2026; council members asked staff to continue community engagement and to report back on procurement and schedule milestones.
