City staff told council about a significant stormwater failure in the Birch Street / Burge Street area and asked council to consider repair options at a future meeting.
"There's a 48 inch corrugated metal pipe that is... the bottom of pipe is completely rusted out," the staff presenter said, describing sinkholes forming where water has infiltrated the pipe and creating a safety hazard near 110 Burge Street. Staff said the most cost-efficient proposed repair is a centrifugally cast concrete lining sprayed into the existing pipe; two quotes for that method were $57,500 and about $65,000. Staff described an alternative molded-plastic liner with a 100-year guarantee that would be significantly more expensive and potentially comparable to a full dig-and-replace.
Staff said the pipe failure has created visible sinkholes and that the city would backfill and restore the surface area after pipe repairs; the cost estimates did not include substantial surface-grading costs beyond routine backfill. Staff plans to return to the council on May 7 with additional documentation for formal authorization and clarified quotes.
Council members asked technical and cost questions; staff said they have used the lining method previously with good results and expect the lined pipe to extend service life (staff mentioned a 50-year expected life but noted the estimate is approximate). No formal vote was taken at the April 16 meeting.
