Board committee approves maintenance agreement for Townsen Avenue crosswalks

The City Services & Environmental Policy committee voted April 16 to move forward with a maintenance agreement that will let New Haven install two marked crosswalks and solar-powered rectangular rapid flashing beacons (RRFBs) on Townsen Avenue.
City engineer Joani Zin told the committee the work includes sidewalks, ramps and the RRFB installations at Florence Avenue and Beacher Place near the seawall and said the state Department of Transportation will remain responsible for the roadway pavement and pavement markings. "We will be responsible for the sidewalk and ramps . . . and the installation of the rapid rectangular rapid flashing beacons," Zin said, adding the beacons have an expected lifespan of roughly 20 years and that a set costs about $15,000.
The committee asked how maintenance obligations will be handled; Zin said sidewalk replacement and beacon replacement at end of life would be city responsibilities and characterized the expected routine maintenance as modest, though repairs will be needed if units are struck by vehicles. No public testimony was offered on this item. The motion to move the item passed by voice vote in committee with an abstention noted in the record.
The next step is for the item to proceed through the Board of Alders for final authorization and for staff to execute the maintenance agreement with CT DOT once the board completes its approval process.
