House Judiciary backs routing $25,000 for H410 recidivism report through Department of Public Safety

At a House Judiciary meeting, committee members signaled unanimous support in a straw poll for an amendment to H410 that routes a $25,000 appropriation through the Department of Public Safety so the state can contract with the Vermont Statistical Center to produce reports on recidivism measures.
Representative Trevor Squirrel (House Appropriations), who presented the amendment, said the change was needed because “we don't fund the Vermont Statistical Center directly,” and the appropriation must therefore be assigned to a department that can enter into a contract. “This is really quite simple,” Squirrel added when describing the amendment's mechanics.
The amendment reassigns the $25,000 appropriation originally written to the Vermont Statistical Center so the Department of Public Safety can receive the funds and contract for the reports requested under H410, which concerns the calculation of recidivism and related criminology measures. Representative Squirrel told the committee the Appropriations Committee determined the Department of Public Safety was the appropriate agency to manage the contract and funds.
After brief questions from committee members, the chair took a straw poll on the amendment; the clerk reported the result as unanimous and recorded a tally of 65 in favor. The committee recessed briefly to await witnesses for the next agenda item, H657.
