Council approves multi-year VFW flag program on city corridors

A representative of the Veterans of Foreign Wars asked the Libby City Council for permission to fly flags on Mineral Avenue, California Avenue, Highway 2 and Highway 37, and the Rambo Bridge from May 25 through Nov. 12 (Memorial Day through Veterans Day). The representative said the VFW will take "full responsibility for the upkeep and maintenance of all these flags."
Councilors discussed whether to grant single-year or multi-year approval; because council terms are four years, members recommended a four-year authorization so a future council would re-evaluate the program at a regular term boundary. A motion to approve the flag program for the next four years (Memorial Day through Veterans Day each year) was moved, seconded and passed by voice vote.
The VFW representative said Montana Department of Transportation approval is pending for flags on state rights-of-way (an encroachment application), and the group asked whether annual re-approval would be required or if a multi-year permit could be granted. Council approved the four-year authorization and the VFW will proceed once MDOT provides encroachment clearance.
