The Clay County Commission approved a memorandum of understanding with the Junior League of Kansas City, Missouri for the provision of menstrual-hygiene product packs to support individuals served through the county victim advocate program.
Grant coordinator Cynthia Wagner described the MOU as a one-year agreement under which the Junior League will provide monthly packs at no cost to Clay County. County staff characterized the arrangement as a way to help residents who receive services through the victim advocacy program without using county funds.
Commissioner Johnson moved to approve 2026-111. The commission voted 5–0 in favor. The MOU will be processed through county grant and legal channels for implementation under victim services.
