Clare County approves contracts, budget adjustments and election software renewal

Finance motions included approval of sanitary finance committee minutes, March expenditures and budget adjustments — including Budget Adjustment #2655 ($273,874.64) and #2670 ($75,000) — and an appropriation of $100,000 from the general fund to the county’s childcare fund. The motions passed on roll-call votes.
The personnel committee’s recommendations to adjust administrative and non‑union wages were discussed at length. Commissioners reviewed a comparative analysis of neighboring counties’ salaries and the compensation-study methodology; one staff presenter summarized that some non‑union positions would increase by double-digit percentages (examples discussed in the meeting included increases ranging roughly from single digits to about 25% for certain positions). The board approved the wage adjustments by roll-call vote.
On elections operations, county staff presented a renewal and signing for the current election-results software. Lori said the product allowed staff and the public to view township and county results quickly and reduced the manual work of scanning and uploading PDFs. "The results come into us literally within three minutes of us having results," Lori said, describing the labor and time savings on election night. The vendor offered a guaranteed price for up to four years; the county will be billed annually under the chosen payment option and staff said the software is budgeted.
Commissioners also approved moving $280,000 from the ending fund balance into a restricted capital fund to preserve reserves for future capital improvements; staff clarified policy allows the board to move the money back by majority vote if an emergency arises.
The actions recorded at the meeting authorize staff to execute the contracts, finalize budget entries, implement the approved wage changes and complete the procurement steps described in the meeting packet.
