Sturgeon Bay board votes to leave NEW consortium and hires Howen as benefits broker

The Sturgeon Bay School District board voted April 15 to withdraw from the NEW (NW/NEW) Health Consortium and to approve Howen as the district’s health insurance and work-site benefits broker beginning with the July 1, 2026 renewal.
Administrators said several consortium members had already left, leaving only Sturgeon Bay and one other district; after interviewing brokers with participation from board members and teacher representatives, administration recommended Howen based on references, resources and perceived fit for district operations. Members noted the district will retain coverage through the transition and continue to work with brokers to identify fully insured options and longer-term strategy.
The motions to withdraw and to approve Howen were moved, seconded and passed by voice vote. The board said further market checks will be performed and staff and teacher representatives will be involved in upcoming meetings and staff benefits sessions.
