Officials discuss possible opioid-funded recovery center; animal shelter reports intake surge

During department reports at the Nov. 19 Montgomery County Fiscal Court meeting, staff outlined early plans to use potential opioid-relief funding to create a recovery and resource center to help jail-involved people and community members find treatment and services, and described progress and challenges at the county animal shelter.

A county staff member who spoke after the treasurer’s report said discussions were preliminary but ongoing about using opioid-relief money to start a recovery and resource center that would provide resources for inmates and families and could later expand to include a youth program. The speaker said she had been reaching out to existing recovery centers and that Clark’s larger recovery center had been consulted as a possible model; planners described the work as early-stage.

In a separate report the shelter representative said the facility was housing 51 dogs and 20 cats and had recently taken in a large number of animals from a specific incident. The shelter reported limited external assistance beyond Gateway Area Humane Society and said it had used reduced-rate spay/neuter slots at partner clinics; the shelter brought in about $2,600 in October from adoptions, sponsors, donations and reclaim fees.

The court did not take separate votes on either the recovery-center planning or the animal-shelter operational report. Commissioners and staff discussed scheduling for spay/neuter appointments and the need for coordinated resources. The recovery-center speaker said the project remained in early planning and that more concrete proposals and funding allocations would be developed in the coming weeks.
