Fiscal Court approves leases, deed, bond resolution and routine business; reappoints emergency board member

Montgomery County Fiscal Court on Nov. 19 handled a package of routine but consequential actions, approving lease renewals, accepting a road into the county system, authorizing property conveyance related to paid bonds, reappointing an Emergency Services Board member and adopting other administrative items.
The court approved two one-year Civic Center lease renewals (July 1, 2025–June 30, 2026) for PR 2829 (Cabinet for Health and Family Services) and PR 5549 (Department of Juvenile Justice). It also approved four lease renewals for courthouse annex tenants: PR 4781 (unified prosecutorial system), PR 4112 (Department of Corrections), PR 2354 (probation and parole) and PR 5694 (Department of Veterans Affairs). The court accepted a deed conveying Kindleberg Circle in Rolling Meadow subdivision into the county road system and authorized execution of a deed between Big Staff and Ballard LLC and the county.
County attorney Keith confirmed conditions had been met for a resolution to terminate a lease-financing agreement with Chef America East Inc.; the resolution authorized the county to convey rights, titles and interests to Nestle USA Inc. after the bonds were paid in full. The meeting record lists bond series described as Series 1998A and Series 1998B; the court said all obligations on those bonds had been met.
The court also reappointed Shane Back to a four-year term on the Montgomery County Emergency Services Board through Dec. 3, 2028. Judges and commissioners approved a new policy governing drug testing of inmates at the Montgomery County Regional Jail after Judge Barber rescinded the prior order. The court approved the county treasurer’s report and voted to pay the bills, approved the 2025 county employee holiday schedule and carried other routine items.
Keith, identified at the meeting as county attorney, answered commissioners’ procedural questions and said the documents and conditions related to the bond conveyance were in order. Most items were approved by voice vote with motions and seconds recorded in the meeting minutes. Votes were recorded as carried rather than by individual roll call.
