Fiscal Court tables courthouse roof award after specified shingles unavailable

Montgomery County Fiscal Court opened sealed bids Nov. 19 for a new roof on the county courthouse at 1 Court Street but voted to table awarding the contract after members learned the specified shingles may not be available.
At the meeting the court read several bids: Allan Turner Company Inc. for $130,222; Gateway Roofing & Construction LLC with a $110,000 bid and an alternate Gateway entry for $134,100 using Owens Corning 'Birkshire' shingles; and Showplace Roofing (Richmond) with a lower $87,250 bid proposing GAF Camelot 2 shingles. Officials said the Owens Corning Birkshire shingles listed in the county specification are not currently available and might not be ready until August, prompting concerns about meeting the county’s spec and schedule.
"What we've asked for is not available," a commissioner said during the bid opening. Commissioners discussed revising specifications to accept an available shingle and the timing required to obligate remaining project funds by year-end. Shane Parker moved to table the bids so staff could revise specs and, if necessary, re-advertise; the motion was seconded and carried.
The court instructed staff to review the bid specifications and, if compatible alternatives are found, advertise a new solicitation and call a special meeting if needed to approve any responsive bid before year-end. The county’s finance discussion at the meeting emphasized the need to obligate remaining capital funds by Dec. 31 to preserve grant and budget items.
