Boynton Beach board accepts RMA resignation after investigator found policy violations; City Manager Dan Dugger named interim CRA director

The Boynton Beach City Commission and Community Redevelopment Agency Board on April 14 accepted a resignation from RMA after an independent investigator concluded conduct on April 9 violated CRA policies and would have warranted termination or other discipline.
City legal told the board that the CRA’s outside human-resources counsel, Ford Harrison attorney David Gobio, produced a written report the morning of April 14 documenting the investigation’s findings. “The report indicates that after the investigation, he found the behavior took place on April 9 that violates CRA’s policies and would have warranted a termination of the contract or other discipline,” city legal said.
Why it matters: The CRA is managing multiple near-term projects, including a planned purchase of 13 parcels, and board members said continuity in leadership is needed while staff completes those actions.
After the report was presented, the board moved to accept the RMA resignation and to authorize city legal to take the contract steps necessary to make the termination effective. The motion to terminate the RMA contract passed unanimously.
The board then voted to appoint City Manager Dan Dugger as interim CRA executive director effective immediately and directed city legal and the city manager to finalize any necessary contract paperwork, including retroactive compensation if authorized. One board member said they had not previously been informed and stated, “my vote is no,” while several other members urged quick action to preserve project momentum.
Board members who spoke in favor said the city’s staff and departments (finance, planning and city management) would support the CRA during the interim and that the appointment was intended as a temporary measure to avoid disruption. Board members also asked staff to return appropriate paperwork at the next meeting so the temporary arrangement could be formalized.
Separately, the board voted unanimously to postpone new-business items 9A–D to April 21 at 6:00 p.m. to give the interim director and CRA staff time to prepare for the joint session.
The chair opened public comment specifically on the RMA item; no members of the public spoke on the matter during the allotted time.
What’s next: City legal and the city manager will prepare paperwork to effectuate the contract termination and the interim appointment. The board scheduled the postponed new-business items for April 21 at 6:00 p.m.
