St. Peter council approves procurement, transit policy and a repayment agreement in routine business

In routine new‑business items on Nov. 24 the St. Peter City Council approved several administrative and procurement items.
Council authorized the city to order a 2026 Elgin Pelican NP street sweeper, trade in a 2013 model for a $39,881 allowance and spend $280,000 as budgeted for equipment. Pete, representing Public Works, said the sweeper will support leaf collection, sump maintenance and routine street cleaning.
On personnel policy, the council approved a modification to City personnel policy to adopt a Minnesota River Valley Transit (MRVT) drug and alcohol policy for MRVT‑assigned employees. Council members discussed the policy’s prohibition on THC/marijuana for drivers and staff explained the restriction is required to maintain federal transit funding compliance.
The council also approved a repayment agreement requested by the Minnesota Department of Employment and Economic Development (DEED) to ensure that state funds used for roof and mechanical improvements at Parkview Manor remain tied to affordable housing; the St. Peter Housing & Redevelopment Authority had already signed the agreement.
All items were approved by roll call as part of the meeting's new business and consent processes; staff will complete procurement and policy implementation steps in accordance with packet details.
