Harlan City Council approved an engagement letter with Cooney on June 17 to begin the formal amendment and restatement of the city’s urban renewal plan.
City staff told the council the engagement is the necessary first step to update the urban renewal map and to prepare materials needed to explore tax-increment financing and future bonding opportunities aimed at projects in the plan area. "We're going to add some places to our urban renewal map, so we have the option to TIF," a staff member said during the discussion. The engagement letter approval clears the way for staff to complete a questionnaire and prepare follow‑up work required before any bonding activity anticipated in 2027–28.
Council approved the engagement letter by motion and roll call. Staff said more detailed outreach and technical work will follow, and any decision to pursue bonding or TIF would return to the council for formal approval.
