Westchester SD 92-5 administrators presented a multi-year hiring strategy on April 16 intended to strengthen recruitment, increase workforce diversity and improve retention by using proactive outreach and standardized interview practices.
The presenter outlined a package of steps: build stronger partnerships with local and regional colleges and universities, expand student-teacher and paraprofessional pipelines, adopt structured interview rubrics that require written evidence for each score, form consistent interview teams and track candidate flow and hiring outcomes in a centralized tracker.
"Every hire impacts instruction, it impacts culture and it impacts student success," the presenter said, framing hiring as a strategic priority aligned to the new five-year plan. The administration said the approach will emphasize quality while making the district proactive rather than reactive in recruitment.
Board members asked for concrete targets (for example, student-teacher placements per building), clarification about partnerships with local institutions (Concordia, Elmhurst, ISU, City Colleges and others were discussed), and whether the applicant portal could support blind review to reduce bias. Administration said implementation will begin in 2026 with full rollout in 2027, and indicated it will share data on applicants, interview pools, hires and retention.
Why it matters: The district is seeking to close racial and other representation gaps among teachers, increase the candidate bench for hard-to-fill positions, and reduce turnover costs by improving first-year supports and monitoring outcomes.
Next steps: Administration will refine partnership outreach, set targets for student-teacher placements, implement the structured interview training for panels and begin tracking key recruiting and retention metrics.
