Whitaker and other staff cautioned that, historically, the state takes several months after agreement-signing to deliver funds to counties and often splits payments (for example, 50/50 or 60/40). The county has budgeted HAP Round 6 for interim sites (navigation centers and warming centers named in the meeting packet). Staff noted additional distribution requirements and prior-round conditions may delay the release of funds.
Speakers also discussed HAP Round 7 uncertainty: draft legislation and allocation plans under consideration could distribute funding directly to numerous smaller jurisdictions, potentially reducing allocations for counties and making administration costly relative to the amount provided. One staffer said the county’s prior allocation (round six sample) would be halved under some Round 7 proposals, which could leave tiny per-jurisdiction awards impractical.
A county staffer reminded the group of program sequencing pressures: 64 individuals recently housed locally could be affected by funding cliffs if follow-on subsidy sources are not secured. Staff urged ongoing advocacy to state associations and the legislature to protect meaningful funding levels.
