Tulare County Homelessness Task Force adopts updated bylaws, forwards recommendation to Board of Supervisors

The Tulare County Homelessness Task Force voted to adopt a set of updated bylaws and to forward the recommended changes to the Tulare County Board of Supervisors for consideration.

Task force staff summarized the redline and clean versions of the proposed bylaws: updates clarify the group’s purpose, add a voting member position for the Resource Management Agency (which alters quorum calculations), tighten language about member duties and vacancies, and replace newspaper notice with distribution-list and HHSA social-media notification methods. Page-specific edits and meeting-language clarifications were also noted.

A motion to recommend adoption of the bylaws was moved and seconded; the chair called a voice vote. The motion passed by voice vote. Noah Whitaker said the recommended document will be forwarded to the board clerk to be agendaized for the Board of Supervisors; it will not take effect until the board adopts it or returns it for revision.

Ending: The task force approved the recommended bylaws and authorized staff to forward them to the Board of Supervisors for a final decision. The group will continue to receive ad hoc input as the county and cities finalize related procedures.
