The Merced City Planning Commission unanimously approved on Sept. 17 a conditional use permit for a proposed convenience market at 1277 V Street that would include tobacco sales.
Assistant planner Matt Livingston said the permit (CUP 25‑0015) is required because Dennis Chavez Park lies within 600 feet when measured parcel‑to‑parcel. Staff noted the project would sell tobacco, snacks and some clothing, would not sell alcohol under the current application, and would keep tobacco products inaccessible to the public by storing them behind a counter. The business’s proposed hours are 8 a.m. to 8 p.m.
Staff reviewed the request with police and other departments; no special policing conditions were recommended beyond standard permit requirements. Notable permit conditions include requiring all tobacco products and paraphernalia to be stored out of public reach and the applicant securing necessary permits from the county health department.
With no public speakers requesting comment, Commissioner Tua moved to approve the environmental exemption and the conditional use permit subject to the 19 conditions in the staff report. The motion was seconded and carried unanimously.
