Council directs a targeted operational review of the street‑sweeping program for the FY27 budget

City staff presented three conceptual approaches to address public concerns about street sweeping: (1) continue the program unchanged (no cost); (2) a targeted operational review to test route changes, frequencies and efficiencies (~$260,000 estimated); and (3) a comprehensive system analysis (~$600,000) that would add enforcement and parking‑policy evaluation. Staff emphasized that San Bruno remains in compliance with stormwater regulations and that changes should not create regulatory risk.
A resident from Green Avenue urged uniform enforcement citywide rather than paying for a broad study. Council deliberated on equity (different impacts in areas with high parking demand and differing income levels), the presence of existing trash capture devices in higher‑trash areas, and whether additional enforcement would disproportionately affect vulnerable residents.
Council directed staff to include the targeted operational review (option two) in the FY 2026–27 budget process, with the intent that the study will use data to determine if route or frequency adjustments can improve cost‑effectiveness while maintaining regulatory compliance and evaluating equity impacts under the county’s equity framework.
