San Bruno council on April 14 approved planning direction on eligible project lists for development impact fees (DIF) for FY 2026–27 through 2030–31 and authorized the Community Development Department to issue a Notice of Funding Availability (NOFA) for the Affordable Housing Fund.
Assistant Community Development Director Kelly Begs told council the city maintains two separate housing funds: an Affordable Housing Fund (about $10 million) funded by commercial linkage fees, which is restricted under the Mitigation Fee Act and may be used only to create or preserve affordable housing; and a Below‑Market‑Rate (BMR) fund (about $4 million) funded by in‑lieu fees, which allows a wider range of housing‑stability and programmatic expenditures.
Begs said staff will layer city funds with state, federal and private financing to maximize the impact of the NOFA and will return to council with recommendations on applications before committing awards. Council also reviewed DIF balances across categories (community facilities, transportation, utilities, public safety and the Bay Hill Specific Plan area) and noted some project costs exceed available balances and would require matching funds or deferral.
Council voted to approve the staff recommendations and to authorize issuance of a NOFA for the Affordable Housing Fund; the motion passed unanimously.
