Inglewood committee to solicit community input on surplus school sites after state waives bidding

The Inglewood Unified School District Asset Management Committee received notice March 13 that the State Board of Education granted a waiver enabling the district to treat the former Worthington Elementary site as surplus and to offer it on the open market via a request for qualifications and proposal process rather than through the standard public bidding procedure. County Administrator Dr. James Morris said the waiver includes reporting requirements to the State Board and gives the district more flexibility to pursue sale or lease options.
Dr. Morris said the waiver "authorized seeking a waiver for the property" and that it allows the district "to put the property out on the open market via request for qualifications and proposal." He asked committee members and staff to ensure any reporting requirements in the approval letter are met.
Committee members and staff then discussed plans for soliciting community input on multiple district properties, including former Worthington and the former Adult School. Staff proposed hosting three outreach sessions (one Friday evening, a Saturday morning session and a Saturday afternoon session) at three locations so more residents could attend. Rafael Guzman asked the committee for suggestions on venues and logistics and noted the district office might be too small for larger turnouts.
Committee members suggested using school auditoriums, the senior center, neighborhood churches (members named Greater L Bethl Baptist and True Vine Baptist as examples) or neutral event spaces; members also recommended providing English and Spanish materials and a simple form letter residents could use to contact lawmakers. One member urged partnering with churches to publicize sessions through regular services.
On timing, members debated consolidating sessions on one weekend versus spreading them out. The group tentatively targeted early April outreach dates (an evening on April 3 and sessions on April 5) so staff could analyze community input in time for the May Asset Management Committee meeting. The committee asked staff to confirm sites and to circulate outreach materials in both English and Spanish.
Legal counsel Serene Abrahamian (Orbach Huff & Henderson LLP) also presented an updated, redlined draft report on the former Inglewood Adult School that incorporated committee edits; members agreed to focus further edits on fiscal considerations before presenting the revised report at a public hearing at the next meeting.
The committee set a tentative next meeting for May 15, 2025, and adjourned at 6:09 p.m.
