Berkeley County board approves more than $8.3 million in technology, roofing and athletic-field contracts

The Berkeley County Board of Education on March 16 approved awards for technology upgrades and several construction and renovation projects totaling roughly $8.31 million.
In committee and then in full board votes, members approved RFP 757 for replacement of Cisco closet switching infrastructure. Presenter Miss Averson told the committee the procurement received two proposals and the highest-scored offer came from Lockstep Technology Group LLC of Greenville; the board approved an estimated contract value of $1,521,558, noting that the district pays 20% of the total under the federal E-rate program.
The board also approved multiple capital projects recommended by the capital planning committee: an Oakley Maintenance Shop roof replacement to Reich Roofing Services Incorporated for $583,845; Timberland High School track and field renovations to Edcon Incorporated for $1,475,000 (which includes a $175,000 allowance for unforeseen conditions); Philip Simmons High School track and field renovations to Field Turf USA LLC for $351,497; and H. Bonner Elementary School HVAC replacement to Triad Mechanical Contractors Incorporated for $4,380,000 (award pending expiration of the protest period).
“After review, the invitation for bid was awarded to the lowest responsible and responsive bidder,” Miss Robin McNeel said when presenting the Oakley roof and other capital projects. She asked the board to approve each award and the board carried the motions by voice vote.
Board members asked routine questions about contractor locations and project timing during the Timberland presentation; Miss McNeel said the Timberland work is scheduled for this summer, and that Labella Associates served as the design consultant on the track projects. Several projects were identified as part of the district’s penny sales-tax program.
The contracts were described in the meeting as following established procurement procedures; the board noted that actual expenditures shall not exceed approved budget amounts and that the H. Bonner HVAC award is subject to the protest period. The finance committee reported its recommendation for the technology RFP prior to the full board’s vote.
The board adjourned after committee reports; its next regular meeting is set for March 30, 2026.
