Councilwoman Turner opposes Elm Street renovation plan that would rely on corner-store liquor sales

Councilwoman Turner told the Committee of Community Planning and Economic Development on April 14 that she will not sign off on a proposed Elm Street renovation as presented because the developer’s financing reportedly depends on a corner-store liquor license and the neighborhood — recently — voted to remain dry.
Turner said the project’s location adjacent to university dorms and recent neighborhood opposition to new liquor outlets make a liquor-dependent financing model incompatible with current community preferences. She said she would support the project only if the developer comes back with a design and operating plan that community residents find compatible; she offered to organize focused meetings or a community presentation to allow residents to review the proposal.
City staff said they have not yet received a full project presentation from the developer to the community and that further steps are needed before the matter returns to the council for approval. No formal vote or action was taken in committee.
